PRIMARY PURPOSE OF THE JOB
Verify and endorse adequacy and accuracy of all Fiscal Metering system’s used to measure Client entitlements under all oil and gas JV agreements as well as Client sales of fuel gas and/or feedstock supply to various customers. Establish technical specifications for Fiscal Meters of all new gas sales, ethane and LPG feedstock supply agreements. Establish allocation procedures for estimation of products quantities in case sufficient Fiscal Meters are not available or out of service. Closely monitor accuracy of all the Fiscal Meters and coordinate with Marketing Department evoking the proper contractual clauses whenever the metering accuracy deteriorates and reaches the specified contractual limits. Review, verify and check adequacy of the offsite facilities of all new gas development projects and coordinate the relevant interfaces with JV companies. Develop the overall gas supply demand forecast to be included in Client Business Plan and maintain continuous updating with the objective to secure gas availability and minimize gas flaring.
PRINCIPAL ACCOUNTABILITIES
- Verification of the accuracy of all fiscal measurements reported by all JV gas development projects and coordinate with partners to enforce the proper contractual clauses in case the measuring accuracy deviates from the contractual requirements
- Manage Client participation in witnessing the contractual Third Parity periodic calibration and certification of all JV fiscal meters.
- Develop and/or endorse the allocation procedures for reconciliation of the production streams between different stakeholders.
- Establish fiscal metering specifications for all new fuel gas supply and feedstock supply agreements and ensure that installed fiscal metering facilities comply with the established contractual requirements.
- Monitor the fiscal metering facilities accuracy for all existing gas, ethane, LPG and condensate consumers and enforce, jointly with partners, the proper contractual clauses in case the measuring accuracy deviates from the contractual requirements.
- Provide technical support to Client Legal Department during the negotiations process of the Fuel Gas Supply and Feedstock Supply Agreements.
- Participate in all disputes related to fiscal metering facilities whether raised by Client or by any of Client Customers and/or Gas and hydrocarbon Feedstock Consumers.
- Create data base for all Fiscal Metering Facilities of JV projects, Gas and hydrocarbon Feedstock Consumers with proper updating procedure.
- Review and endorse the design of the offsite facilities of all Gas Development projects.
- Coordinate the interface issues between all Gas Development projects and Client relevant departments (i.e. RLIC, TD, ED). Also coordinate with Kahramaa all interface issues related to Gas Development projects.
- Provide partner with all information required as input for them to develop their annual electricity demand forecast projection
- Maintain updated overall gas supply demand forecast for inclusion in Client Business Plan
- Identify opportunities for development of local fresh graduates in the field of Fiscal Measurements and Product Allocation criteria.
- Monitor and follow up development of the fresh local graduates
BUDGET DIMENSIONS
Any small error in the measurements of Client entitlements in the oil and gas revenue product streams will translate into huge financial losses to Client, the job holder is entrusted to safeguard Client interest in that regard in all JV projects, Gas and hydrocarbon Feedstock Consumers supply agreements. As an example, on of the projects produces 2000 mmscf/d of sales gas stream in addition to associated ethane, condensate and LPG streams, if the accuracy of only the sales gas meter drops by 0.1 % the impact on Client entitlements will be 730 mmscf annually from one project only for one product stream. By year 2013, total gas production will reach more than 23,000 mmscf/d LPG production will exceed 12 million tons per annum and condensate production will exceed 900,000 bpd, therefore, the risks of losing revenues due to fiscal metering inaccuracies are considered significant and may worth tens of millions of dollars per year.
SPECIAL FEATURES
This Job demands substantial self-confidence and a high degree of independence; the Head of Measurements & Offsite Development will contribute in important decisions such as invoking the contractual clauses for fiscal metering inaccuracies, endorsing invoices for gas and hydrocarbon sales accepting or rejecting the fiscal metering specifications, the production allocation and reconciliation procedures. The jobholder will lead task forces and chair meetings to resolve disputes related to measurements inaccuracies and establishment of production allocation and reconciliation criteria.
INDEPENDENCY
Exercise complete independency in carrying out professional work in accordance with approved policies, procedures and internationally recognized work standards. Ability to plan and schedule work for himself and his subordinates; determine the best way to accomplish the work within the timeframe allocated to him by his supervisor. Have the adequate tools to work independently in reviewing the projects proposals/deliverables, interface with the Operators of JV projects, gas and hydrocarbon feedstock consumers and Client concerned Departments through participation in meetings / task forces, resolve the disputes and come up with clear recommendations to his Assistant Manager for his final assessment and approval.
DECISION ACCOUNTABILITY
Actions taken are normally associated with contractual implications, resolution of disputes and endorsement of invoices worth multi million dollars of sales proceeds and assignment/approval of Third Party Experts. The jobholder will be fully responsible for the decisions concerning his staff work plans and supervision; and all the technical and business development decisions/recommendations made by him and all his staff.

- Works in harmony with International Oil and Gas Operators forming JV Projects and fuel gas supply and/or hydrocarbon feedstock consumers projects at the Project Manager’s level, to coordinate effectively all the measurements and reconciliation issues as well as the offsite facilities interface issues and overcome any difficulties that may arise and expedite the work.
- Maintain close liaison with Client concerned Departments at the Section Head, Division Head and Assistant Manager’s level, for the discussion and coordination of all measurement, production allocation and reconciliation related issues.
- Contacts with Government officials in the Ministry of Environment (MoE), partners and others to discuss offsite issues, power forecasts, corridor allocation for gas supply pipelines special requirements /studies.
